KDP's weekly limit now counts submissions too, and that answers two of my questions

A follow-up to last month's post about KDP cutting new titles to 2 per format per week.
On 5 October KDP added a second limit to the same announcement. As at 12 October 2026, KDP's Create a Book help page says there are now two weekly limits, both per format:
- Creating: up to 2 new titles per format each week (the one from 21 September)
- Submitting: up to 2 new titles per format each week, counted the first time you submit a title for publication

Both reset at Sunday 00:00 UTC, which is 11am Sunday in Sydney, Melbourne, Canberra and Hobart now that daylight saving has started.
In September I said I didn't know whether a title counts when you submit it or when it goes live, or whether a rejected file you resubmit counts twice. The help page now answers both, more or less:
- It counts the first time you hit publish. That includes old drafts. So if you've got a pile of books sitting in your Bookshelf as drafts, waiting for one big release day, they still go through 2 at a time.
- Updates don't count. The page says changes to titles you've already submitted don't count against the limit. Fixing a rejected file, swapping a cover or correcting a typo is an update, not a new submission.
Someone on the KDP Community forum found out the hard way this month. They had a 15-book series ready in paperback for one launch day, ebooks already live, and hit the wall. The suggestion they got was 2 a week for seven weeks and the last one in week eight.
If that's you, my advice from last time stands, with one change: plan your releases by submission week, not just creation week. Creating all the drafts early doesn't buy you anything now.
Has anyone hit the new limit yet? I'd like to know if KDP is giving any exceptions for backlist republishing, because the help page doesn't mention any.
