The Cairn is forty thousand people at ninety-seven per cent of certified capacity, with a finished residential ring standing empty because a clause its own executive wrote has not been satisfied on its second path. The relay outages have been getting longer for years and nobody has called them a warning. Then an action group that came to close roads rather than to kill anybody wrecks the anchor plant at the throat in four minutes — and the inhabited pocket on the far side comes loose.

Life support cascades. The emergency machinery fires exactly as designed: the executive declares, joint security commands, the Warden's veto does not lapse, and the gates bind all three together. One evacuation corridor can be held, on one serviceable chain, for a finite number of hours — chains, hours, hulls, places, arithmetic any resident can do on a wall. Doran Corrigan has to govern an emergency without becoming the woman he replaced. Ester Kade has never once been stopped by not having the authority. And the government the Cairn spent four years building has to find out whether it can move faster than its own lawfulness allows, while the thing it is trying to reach closes.
